A vote for Priscilla is a rare opportunity to support an experienced and eminently qualified candidate for Register of Probate and at the same time take a stand against political patronage.
The Probate and Family Court has jurisdiction over family matters such as divorce, paternity, child support, custody, visitation, adoption, termination of parental rights, and abuse prevention. Probate matters include jurisdiction over wills, administrations, guardianships, conservatorships and change of name. The Court also has general equity jurisdiction.
Priscilla has over twenty-seven years experience with the Barnstable Probate and Family Court. That includes experience in all areas of the court's jurisdiction and experience in the administrative operation of the court.
Priscilla’s career in the Probate and Family Court started over 27 years ago, in December of 1980. In June of 1994, she was promoted to Assistant Register of Probate by the First Justice, with the recommendation of the Associate Justice.
She is the ONLY candidate experienced in all aspects of the jurisdiction and operation of the Registry, including the administrative side, having served as the budget, payroll and personnel coordinator and the supervisor of the Probate Department. She knows the laws and procedures of the Probate Court, provides legal expertise to the Judges and answers questions for litigants and attorneys. Priscilla is the person the staff members come to for answers and assistance with convoluted and difficult probate cases.
The Trial Court is set to implement MassCourts, the new statewide court computer program which will promote automation in the Courts. Priscilla has already set up templates for some of the court forms and standardized other templates established in the current Trial Court software. Her computer knowledge will assist in a smooth transition from the old to the new.
Priscilla’s plans for the Registry include maintaining a web site which will be paid for by her and will not be at taxpayer expense. The web site will assist in explaining the operation of the Court and making it more transparent for the public in addition to providing access to information and court forms.
Many of you are not aware that Barnstable Probate Court currently holds well over a million dollars in custodial accounts for unknown heirs or beneficiaries with unknown addresses. The web site will provide a list of those accounts. Priscilla will also look into a way to include them in the State Treasurer’s periodic publication. This will help return the funds to the rightful owners.
You also may not be aware that in July of 2000 the legislature created a political patronage position exclusively for the Barnstable Probate and Family Court. Any person thus appointed serves at the pleasure of the Register. The next Register of Probate will be the appointing authority for that patronage position. Not only is it an unnecessary position, it is a disgrace to fill it, when due to budget restraints, we are not allowed to hire for an entry level position which is presently vacant.
Priscilla will NOT fill the position.
